Patch Notes #17 - Faction UI & Casting Particles

* Designed faction display code.
* Added faction display update code to client.
* Faction name, xp, and title are now displayed in the Character Window Factions tab.
* Fixed path is blocked bug when looting close to a corpse.
* Window titles have been converted to use the bitmap font.
* Fixed a bug having to do with player/mob location tracking when they are outside the viewport.
* Skill cooldowns are now being tracked and enforced server side.
* Changed the character window equipment tab contents to use FFF Harmony VX. (It still has some layout issues I need to fix)
* Created ParticleSystem2D and CastingParticleSystem classes.
* Added CastingParticleSystem to player actors.
* Fixed a bug with cancelling casting.
* Added casting particles when casting a skill.
* Increased level cap to 26.
* Updated White Beard description.
